What you'll be doing?
Supporting the business and our divisional offices, our Head Office functions cover all departments from our Executive Board through to our support functions such as Group Design and Technical, HR, Health and Safety, IT, Sales and Marketing, Commercial, Procurement, Group Finance, Corporate Affairs, as well as Legal and Company Secretariat. We also have a specialised function – Barratt Partnerships.
 
While the work varies from team to team, our key requirements don’t: you must be well organised, extremely helpful and resourceful, and able to use your initiative. You’ll understand that what you do is important, and impacts on your team, the department, and the wider business.

Reporting to the Operations Director, the Commercial Manager should support in leading the commercial advice across projects for WBD, advising on procurement strategies and managing external suppliers (Cost Consultants, Project Managers, Designers, and Lawyers etc.) to protect our interests from a financial, commercial and risk perspective.

Working collaboratively alongside development management, project management, procurement and finance, to drive a focus on value for money for all third party spend, consistent with the project business plan and in support of the company vision and business principles.

As an effective and experienced professional, they should role model commercial rigor and discipline, using robust commercial analysis to support project decision making.

You will be responsible for: 

Procurement

  • In respect of the following responsibilities, where no external Quantity Surveyor is appointed, the Commercial Manager will undertake the role directly.
  • Manage the appointed Quantity Surveyor to explore procurement strategies and report on optimum procurement solutions for all phases of the project.
  • Articulate high-level pro’s and con’s, risks and opportunities of each strategy in relation to project risks and Client’s objectives.
  • Formulate recommendation of best-suited procurement routes.
  • Oversee and manage the implementation of the chosen route, including negotiation with delivery partners and mechanism to contract Financial Management.
  • Supervise Cost Management Services provided by the appointed Quantity Surveyor.
  • Suggest improvements to procedures for the cost planning and cost control and reporting of the project.
  • Oversee the Project Manager’s report on overall construction budget, including fees, insurances, FF&E, OS&E.
  • Oversee the Project Manager / QS update on cost plan cash flow.
  • Lead on monthly invoicing and payment management and liaise with internal accountants. This would include preparation of Contractors valuations and applications to Building Purchasers, for interim and final payments.
  • Lead in value engineering and value management.
  • Support the Operations Director in the renewal of WBD insurance policies.

Risk Management

  •  Supervise the maintenance of the risk register by the Project Manager, interacting with the consultants to quantify risks.
  • Support the Quantified Risk Analysis for the project, interfacing with project team members and wider finance and analysis teams as appropriate.
  • Support the identification, and follow-through, of risk mitigation strategies

Supplier Contract Management and Contract Administration

  • Lead the process for supplier procurement and, where appropriate, identify opportunities for improvement.
  •  Negotiate new, and manage existing, contract agreements involved in the Project:
  • Consultancy agreements and insurance matters, manage correspondence with all consultants.
  • Contractors agreements, supervise Project Manager in contract management for contractors.
  • Project insurance agreements and claims.
  • Negotiate and manage variations and addendums to these contracts (changes in scope, brief, extension of time, phasing of delivery).
  • Ensure that all appointments adequately consider health and safety and are consistent with our policies and procedures.
  • Provide advice on exposure to key risks, such as inflation, foreign exchange, programme impacts and market conditions.

Change Management

  • Oversee and manage the Project Manager and Quantity Surveyor to run the implemented change control, ensuring accuracy and robustness of information put forward in change requests.
  • Lead the project reporting on the status of changes, using trend graphs and early warnings.
What you'll need?
To be successful in the role, we are looking for: 
  • Relevant professional experience, ideally gained within similar environments, with a demonstrable track record of optimising commercial outcomes for development projects.
  •  Broad experience of project delivery in complex urban environments, ideally with developer and / or corporate real estate experience gained in the UK.
  • Wide-ranging experience of commercial management and defining and implementing procurement strategies.
  • Comfortable in challenging design teams to help drive rigorous, commercial outcomes.
  • A strong negotiator, focussed on driving value for money for the business.
  • Membership of the CIOB or RICS, with QS training preferred, supported by proven delivery experience.
